Evelyn served as the County Clerk for Knox County prior to her retirement. She was divorced.

She is survived by her son and daughter-in-law, James and Dana Hopkins of Richardson, Texas; her son Danny Balis of Dallas, Texas; her daughter Shelly Balis Sipley of Syracuse, New York; her grandson Joshua Dylan Balis of Dallas, Texas; and her granddaughter Laney Sipley of Syracuse, New York

Arrangements are under the direction of Smith Family Funeral Homes. According to her wishes, Evelyn's ashes will be buried in the Crowell, Texas cemetery next to her parents. As a result of the long drive to the burial site, and the danger from the excessive heat, there will be no graveside ceremony following the visitation.
